2224w tender

Hello and I have a 2224w tender and the whistle will work at low voltage but when given full power the relay drops off and stops whistling- tried new brushes and springs, cleaned the armature, and lubed top and bottom of the shaft any help would be greatly appreciated. Thanks

This is a very important question, sounds like CW-80, GW-180, Z1000 etc. type behavior.
