I am visiting a relative and out pops an old crusty 233w tender, broken wires, lots of rust...so I tear into it. Replace wires to each truck, clean up the brushes and commutator, relay looks good with the wires still attached, I soldered the two truck wires to the post with one lead already attached...3 wires to front lug. put on the track...shorts. with leads attached, I can get the motor to spin but no whistle, it's like the polarity is reversed and it is sucking air rather than blowing it. Can anyone post a diagram of the wiring for the 233W showing where the wires should be. My lionel repair manual is at home and I happen to be in Scranton for the weekend. Thanks

If the motor is running, but you are not getting any whistle, my guess is that there is gunk in the whistle chamber. Could be dust bunnies, or spider egg cases. something like that.

If you mean the whistle motor is running the wrong direction, all you have to do is reverse the relationship of the filed coil in relation to the commutator and then the whistle motor will run in the other direction!
Alan P.S. either reverse the field coil OR the commutator but not both!
OK

Another possibility is that the air chamber is leaking air as the turbine spins and not allowing enough air to pass through the other area to sound the whistle. When it is turning feel the sides and see if any air is coming out, it may need some calking.

Don't have a schematic but opened a fully-functional 233W in pristine condition I picked up on eBay with a 233 2-4-2 eleven years ago and attached some pics of the innards.

Did you lube the armature bearings, two bearings? Use 5W-20 motor oil. Lasts forever.

Thank you all for your assistance, we now have a whistle. Great assistance!
