If you have a press and the right tools, yes.
If not, punching the axles out can be done, but the truck has to be supported sturdily and a hammer and a long punch used to drive the axle out.
In either case, new bearings should be installed, as the old ones get damaged while removing the axle.
When new bearings are installed, they may have to be reamed for the axle to fit. The axle holes slightly deforms as the bearings are pressed into the frame - it is a tight fit and the bearings are a soft material.
