Good luck William, as I learned there are 2 variations of the whistle that were used on the 385E. One has a longer whistle chamber and a solid base (part of the whistle chamber that the 2 screws mount from below through the tender base frame. the other has a shorter chamber and a metal bracket is riveted to the bottom of the chamber and then "Z"'s down and gets the 2 screws added as depicted above.

Basically check all wire connections first then insure impeller moves freely on shaft. Then clean relay with tuner cleaner or equivalent. Check brushes and springs and clean commutator as needed. Finally lube motor bearings and then test unit before installing in tender. Usual replacement parts are brushes and/or springs.
