I have a Lionel 635 that has the same problem as yours from 12/17 but I do not see where there is an insulator that could fit on top of the motor cover. Can you tell me more about how to fix the engine? It runs like crazy backwards but just hums in forward. Thanks a bunch and happy new year!

TrainLarry it is a 2 position reverse unit .
My error, sorry.
Check to make sure all wires are intact, and that the 'E' unit contacts are touching in both positions of the cycling of the 'E' unit.
An outside chance one of the field windings may be bad.

This screw is not supposed to touch the tab under it. That insulated solder tab provides an important mechanical function... it provides a strain relief / anchor point for the field wire, and that's it. If it's shorted to ground, you will usually get operation in just one direction and a short in the other on a 2-position reverse diesel/loco.
