I could be wrong, but as I read it you've got 7 strand wire there. The diameter looks correct. Basically too too cheap for a 100 roll of seven conductor.
What they mean is seven strands. Seven conductors would seem to be a huge pack of wire in a single sleeve, even at 20 gauge. I think.
once in a while I use three conductor shielded wire, 24 gauge, for audio stuff.
I understand that it's 7 strand. Should I be looking at 10 strand, or a higher voltage rating? Is 20 gauge, 7 strand, 60 volt a good fit for powering switches?
I think what you are looking at is a single conductor wire made up of seven strands of wire inside a common covering.
Not seven conductors each insulated from one another.
20 gauge copper wire is a good choice for pretty much any wiring you need to do on an O gauge layout. Unless you are using the wire in a place where it gets flexed, 7 stranded/20 gauge wire is fine for powering almost anything for our layouts.
The price seems very good for 100 feet. There are more sources than Carter has Liver Pills, for hook-up wire. try All Electronics, Ebay, etc.
I looked at "their" tech specs on the link you posted, they are saying it IS 7 conductor. I just hope that it is what they say. To answer your question, I dont't believe it would matter. You are using 20awg.

This is a 5 conductor, shielded 22awg cable, shielded and with a drain wire. I am using the drain wire as a ground connection. And it is working fine. FYI.
I use 22 gauge 2 conductor alarm wire bought it on ebay for $40 for 1000 feet. Plenty big enough for switch machine.
