Ok.......my friend got back to me today (he's been away) and I had him do the resistance test. The problem is twofold. One.....he's working with a cheap meter. Two......I'm not sure what we're looking for.  So, I opened up my own ZW and did the test with my Fluke. The "at rest" display on that meter (with the leads not touching anything and the meter set for Ohms) is........OL   M ohms. No reading. When I do the resistance test on the plug and interior metal, I get the same.   With his meter it's different because it's not auto ranging and it's initial reading is different. When he sets it for 2K ohms and  looks at the display (with the leads touching nothing) he gets   1.        K ohms. I cannot believe that means 1000 ohms. I think it's the "resting display" for that meter. In any case, when he does the test, the "reading" is the same.........    1.        K ohms.   He's going to try and borrow a better meter and repeat this, but I have a feeling there's nothing wrong here.  He's been using the transformer with the cover off and it worked fine with nothing heating up or smoking.   Any input on this will be welcome, so I can hopefully tell him to put the cover back on and be good to go.

Roger
