A Question About "Super O" Track Scale...

Hello--

When they say that the diameter of a track's circle--let's take the Lionel "Super O" track, for example--is 36 inches, is that an inside-rail-to-inside-rail dimension? Let me put it another way. Assuming that I have a 48" square table (4' x 4') with a "Super O" circle centered inside of it, how close (in inches) would the outer edge of the plastic ties on the track be to the edge of the table?

Most of the time track diameter is measured from center rail to center rail and I am pretty sure that is the case with super O.

There are however some exceptions in the o gauge world.
