Question I have is after my track is down etc how do you guys go back in and wire for like RR crossings and so forth. Do I just take the dremel and notch out the section I want to insulate and fill it with styrene strips? Thanks!

That will work. Assuming you're going to use one of the outside rails,just cut the rail in 2 places to make an insulated section. Connect the return lead from the signal or whatever to the insulated section. I use styrene strips and super glue to hold the plastic in place. Been working well for years.
The answer depends upon what type of track you have.

In the case of Gargraves track, since the outside rails are already insulated from each other, you only need to do what you said in the first message: cut one rail at two locations making whatever length you need, fill in the gaps with insulating material (optional) and solder a wire to the rail. That becomes your control wire that energizes whatever accessory you wish to operate.
