hummmm,i bought a 12b and had a new cord put on ,it works great,,,hooked it to my af ogauge loop,all orig af o track ,,,had trouble with some loco,took it to the motor guy here (ace's train crossing),they seemed to work fine,,,last night wanted to run another steam ,very sluggest,thought hummm whats up,,,hook the volt meter to the 12b,,,puts out 15 volts,,,i have feeds all over also,ok got out the trusty zw,,which puts out 20volts,,,,seems as tho the prewar engines like the extra 5 volts,i was abit surprised but ,if it now works,,dont fix it,,,but I do like the looks of the 12b,t

Prewar motors really respond to a thorough cleaning and lubing with moderate lubes. My prewar O gauge runs fast on 12vAC or less. SG on 15vAC or less.  Some motors need more voltage than others.  Might be that you have voltage drop despite having feed all over.  Do you clean your track?   I know that you run quite a bit...

I don't think AF locos should need more than 15 volts. Try some CRC electronics cleaner on the engine to get the gunk out. I even do the axels. Once it's dry I re-lube with lightweight oil. I had one engine that was sluggish and wanted more volts until I cleaned it like above. It dropped the voltage draw by almost 4 volts and ran like a speed demon after that.
