Yes, a 3rd Rail RS-1/2/3/4/5 would be pricey, but wouldn't a switcher-sized locomotive appeal to more model railroaders than a large engine - that few could reasonably operate on their layout ? I'm saving up $$ for one now !
If they made one of these RS-1s in the link below (USDOE 3731 or USDOE 3729), I would be in!

In fact, I think Scott would have to split (and balance reservation numbers) the model into 2 runs to avoid a previous F3 like production “jam up”. LOTS of roads to nominate for production.

I'd prefer a RSC-3 but only about 3 RRs even owned them. All we'd need is some correct trucks.
