Thanks guys. Lots of good suggestions and my list of gotta-be-on-the-layout is growing! In for a dime, in for a dollar. Might as well let this theme take over the layout, given how much fun they are. My little layout's town will be the safest in America!
Yes, Virgil Tibbs and Bill Gillespie have to be there - I'm thinking maybe I park their cars in front of Henry Crabbe's restaurant and have them eating lunch together at one of the sidewalk tables. A comment: with apologies to Rod Steiger, I always liked Carroll O'Conner's Gillespie better - one of my favorite TV shows back when. I also fantasize about a black '63 Plymouth sedan prowl car on my 'Streets, with a tiny speaker playing "Fowl Owl on the Prowl."
I also still have to do Clouseau, Maigret, Rockford, Highway Patrol, and Travis McGee (blue Rolls pickup? - gotta do that!) and some others, and Miami Vice: other than Magnum the only detectives I know who drive a Ferrari - I've got Magnum, might as well have the other. Also, I have thought about Quincy, if I could find a way to get a bit of a bay or harbor in there - and his boat.
