Has anyone produced these in O Gauge? I would love to own a set as I have always thought they were great looking. Especially with the classic and best Amtrak scheme.

Williams. These were only in service with Amtrak for a short period of time. They were replaced by the HEP equipped F40PH. I beleive that the Santa Fe bought up the original fleet and coverted them to freight use. I think MTH released the F40PH a while ago.
The SDP40F's saw service on Amtrak for 12 years, from 1973-1985. Not all of the SDP40F's went to the Santa Fe.
Santa Fe traded 45 switchers for SDP40F's with Amtrak and rebuilt them into SDF40-2's and served the Santa Fe for about 15 years.
The Williams model is an FP45, and only a fair representation of one at best.

No one has ever made the real deal. MTH has repainted an FP45 in an attempt to fake it, Williams has painted whatever they have, but my guess is that you're not going to see an actual copy in O unless someone decides to invest in obscure new tooling again.

The top two photos do NOT appear to be SDP40F units, since they both have the front walkway and vertical steps. Note that the Amtrak SDP40F (bottom photo) has no front walkway nor steps.

OK. Then they are/were no longer "SDP40F".
The two photo's in question ARE former SDP40F's, rebuilt by the Santa Fe into SDF40-2's.
The Santa Fe added the front steps, railings and notched the noses for access.

Yes.

Usually an internal name, such as ICG GP8 (rebuilt GP7) and GP10 (rebuilt GP9), and ATSF SD26 (rebuilt SD24).
Santa Fe also redesignated their F45 and FP45 as SDF45 and SDFP45.
