i have a postwar 246 2-4-2 locomotive, and it runs fine. but after i run it, if i, say, go to make it go backwards, then it kinda stops, and doesnt run. but it still gets power and the headlight works. is this an issue with the e-unit? if not, then what could it be? (and i dont put it in neutral, i have the switch on the top switched so it only goes forward)

Finicky mechanism. The rotating brush drums probably need cleaning. This is one engine that needs a postwar transformer, electronic ones don't work so well with this type of Scout motor. The whole motor could probably use a cleaning by a professional. They are known as not too reliable.

I recommend CRC contact cleaner to clean the rotating drum! Does a wonderful job.

Another tip Lionel even has in the repair manual for the scout motors is to play with the e-unit lock out switch on the top of the boiler. This will rotate the drums around so that the correct connection can be made with the contact strips.
The drums also have to be lined up so that in the middle where they also meet one drum has brass showing and the other has plastic. Everything is inline at that point.
I love the scouts and they are fun to work on and get running again!
