I thought I'd poke around. The website link on Facbook has potentially dangerous content.
But this gentlemen agreed to host EMRI 8.1 installation files
have your security software up in case someone messed with it. In Facebook, it appears that this guy helped the author, but who knows?

we were able to get all the files from my old computer (I'm such a nerd and don't know what I'm doing) and downloaded to a memory stick and the just uploaded the whole thing to new computer. I like it. it was a free inventory program. I tried to find it on the net with no luck. Bob

Yes, it is a detailed inventory application for Windows. Specifically for trains. It had links for NMRA insurance and had the data necessary. Finally, you can generate operations cards using it.
the author stopped working on it in 2014 and something happened with his website. The files are now hosted by another website in Canada. There is also a facebook page for it. I just found that when searching for the app for Bob, a lot of the links were flagged by my security software.
The links for the downloads of the installation from the other train guy's site are clean.
