While Legacy's base is upgradeable, what about TMCC? Were there different versions of the TMCC base and Cab remote manufactured? If so, was/is there a way the TMCC base and cab remote could be user upgraded?

Generally, no to all.
There was/is the capability to change the communication frequency via switching out crystal sets, just like in your 1971 era Lafayette Walkie-Talkie(s), but that's really it.

I have an original base that will not operate an SC2. Bought a newer release and worked perfectly.

That's usually a tuning or antenna issue.
Most of this stuff is early IC Controls TMCC. All works well to date. Lionel Replacement parts seem to upset the system, hog-ing signal. I have managed to fine a few like kind replacement parts that work, well. I guess the sells idea, is to make it all obsolete, so you have to buy a complete new system. Same would apply to all those original command bases and Cab1 that sold for $99. When it all quits, may be it's time to admire, what's on the shelves and move on. The price of most of this stuff has quadrupled since I purchased what's pictured, early 2,000's
