Atlas turnout-why the little "clip"?

What is the 1 5/8" clip for that comes in the package with Atlas Custom Supreme O switches? It is brown plastic, slightly hooped, has three ribs underneath, a winglet on each end and is stamped 811-42. Photo attached.

That clip is what you put between the frog point to keep your rollers on your engine, caboose, or powered operating car from falling between the rails................Roger
