Banjo signal rotating cups

When I was searching for used banjo signals, I couldn't believe how may for sale are missing the rotating cups. I can understand the crossbucks breaking off or falling out, but why is it so common for this part to be missing? Just curious.

Probably due to the fact that the cup is not secured in place. It just sits in the bearing hole, if the arm comes off the nipple, the cup can fall off.
