Use the Search feature here on the OGR Forum and enter "313 Bascule Bridge". You will find a lot of information on the original postwar 313 and the re-issues.
As I understand it, the postwar 313 used cams and wafer switches for its control logic, while the modern version uses a circuit board. I have the 6-12948 version from 1997 and it is generally reliable. I have found that, under some circumstances, the bridge can accidentally activate as a train is crossing it. This must be due to some noise coupling into the switch circuit, but I have not yet attempted to isolate or correct the problem; I just disabled the power to the bridge when I didn't want it open...
