What can the "bench loader" software program do that the "consumer loader" can't?

The proper name is the Service Loader Program. It can assign a permanent name to an engine (that survives Factory Reset), and can send and receive serial number and other data.
It's also the only way to rename a subway or trolley, since Custom Names don't work for them.
