Has any of the manufacturers ever offered any thing like this?

Never offered in 2 rail. Overland did the reading 4-8-4 and MTH or Weaver did their 4-6-2's, streamlined and otherwise.
In 3-rail, MTH did a credible version of the T-1. Lionel's latest release borrowed a lot of parts from the Milwaukee S3, so it isn't especially faithful to the prototype. Weaver and SGL Lines did the Pacifics.
No one that I know of did a Reading Mikado. You could bash it out of a Williams USRA Mikado or Lionel's USRA Heavy. The hardest part would probably be the Wooten firebox. My $.02.

No. Central RR of New Jersey, DL&W, Lehigh Valley, and probably more that I can't remember.
Also, where did you come up with the name "Big Dutch Mike"? Must admit that I've never heard THAT one before.

Just my opinion but, I would bet the Reading operating crewmen and shop crafts, simply referred to them as "1700s".
The Dutch never had any Mike or Mikado; they did have a 2-8-2 tank locomotive (which was not Big):

Wouldn't that really have been a 1-D-1?
I think the Irish have a big "Mike"........I wish Lionel still had one.
