Paul:  Size on something like that is a matter of preference.  Not sure of what the size that you have there, but it likely is smaller than a typical billboard of the day, so use it as you see fit.  I have a couple of military posters that reflect WWII times and I used them on my station platforms, on the sides of my roundhouse, and alongside a highway in the mountains.  Look great in each one of those applications.  I also think, but I don't remember for sure, that they came along with some military vehicles that now dot the RR. 

 

If you reflect on Billboard sizes, you'll find that there is no "standard" for sign sizes.  A regular billboard like those plastic ones from Lionel is, what? 2" by 5", or about 8' X 20'.  whether or not that this is the actual dimension of common paper billboards of the era, doesn't matter much.  The important thing is that they look good in their new environment.

They have to be bigger than anything else around them to be believable, that is all.  I have two, both home made from stuff found with Google and color printed.

 

This is 2 inches by 4 1/2, and barely big enough, bit it works.

This one is 3 1/4 inches and 6 1/2, and looks good (Well, actually, no.  It looks fairly realistic.  It is an abomination given the scenery it is in front of).
