If I am detailing a Lionel Legacy engine, will the brass PSC stanchions interfere at all with the handrails acting as the antenna.? Do I have that right? - on a steamer, the handrails act as the antenna? Sorry if that is a dumb question.
The handrails are the antenna for TMCC reception and must be electrically insulated from the boiler. Keep the original plastic stanchions and the sleeves where the handrail ends attach to the cab/boiler/chassis.
Or, you could mount an antenna in the tender, under the coal (coal-fired, yes?) pile. Of course, you'd have to do some rewiring past (I suppose) the IR connection. Were it me, I'd do the loco upgrades to my satisfaction and worry about the rest later.
I received the stanchions from PSC and Lionel's handrails are too thick to fir through the opening. I'm not replacing all of them...maybe just the ones around the boiler front. Should I narrow the outside diameter of the handrail with my Dremel or ??? I would like to replace the factory stanchions with the plastic clevis-style from PSC.

Good grief, no! Simply purchase smaller outside diameter wire, and bend/replace the originals.
