I have several Lionel illuminated cabooses. I can see that one wire makes contact with the center rail roller, but I don't know where the second wire (dangling now) is supposed to attach. Help would be appreciated.

There are hundreds of lighted cabooses. I am guessing you have a newer one. The loose wire probably attaches to the ground strap on the same collector pick-up assembly that rides on the wheel axles.
See attached diagram. Normally a wire runs from the bottom of the bulb to the pickup roller. The other electrical contact is through the lamp socket to the frame to the wheels contacting the outside rails.

If you have a newer style caboose, the second wire attaches to the axle ground, thusly:
Otherwise, you may have two pickups and the wire came off one of them.
