Can someone tell me what this is ?

I purchased some trains from a customer of mine and in the box was this cardboard like control panel I think. It has the multiconductor wire that is like what is on Lionel uncoupler tracks. Looks like it will hold 2 D size batteries. Have never seen anything like it before - does anyone know what it is from? I'm obviously going to toss it but I'm just curious.

I would say by the way every screw has a letter, it was part of an electrical lab toy. Something along the lines of a Gilbert built toy.
