Just bought cab 1 base 1 and when I connect wire to track the track will not power up.When I remove wire track runs good in conventional. Remote gives base a red light when ever command is givin. I made sure on earth ground and that was fine to .Im running a lionel gs2 (38079) with tmcc and zw- c with atlas track any help would be greatly appreciated

Which wire are you connecting to the track?
Have you followed the directions on how to power up the ZW using the CAB-1, including programming it for command operation?
Is this your only TMCC engine ?
Are you addressing the engine to start it using the right ID number. If you had this engine from new. It should be engine 1. If you bought it used. The previous owner could haven given it a different number. Could be anything from 1 to 99. Follow the manual and put the engine in program mode. Give it a new ID number and see if the engine accepts it by acknowledging it with a whistle blow. slide the switch back to run. The fact that the engine doesn't respond to any commands but it is not taking off out of control kind of shows that the command base is working.
This is the only only tmcc engine purchased so far.I did purchase used and previous owner told me what number he was using and wouldn't work,I tried to reprogram different number but no horn or light flashed.I didn't know though that the zw has to be programmed for command mode so I can give that a shot when I get home thanks
I believe what Rob said is your issue. I have a ZW-C that I haven't used in a few years but if memory serves the throttle outputs (AU and DU) are designed so that when TMCC mode is enabled, they come up at 0v regardless of where the handles are set. If you want to trick it before you program it, the accessory outputs (BU and CU) are designed to come up at the voltage set on the dial.

In the instructions you can also program the ZW-C to operate in "conventional mode" This will not require you dial up the voltage using Cab1. You would operate the handles as normal but it will respond to the HALT command. Page 12 of the ZW-C manual explains the programming procedure.
After programming zw, when put power to track (tr) 1, would cut out with both locomotive and tender about two turns of dial,so I took tender of and locomotive runs fine without when I put tender on track and turn dial cuts out any idea's
And was wondering why this only happens in command
Well it was the powerhouse 180 after switching to other powerhouse zw would power up tender fine
