The CBS railroad was needing more engines, But the Finance Department said don't spent much money. So the Operation Department ask for a road slug like NS and CSX made out of old GP's.  The Shop Manager said that the railroad did not have any old GP's to make a slug. The shop had a set of SD trucks and the metal to build a slug at a low cost. But the Operation Department wanted a cab slug.  So the Shop Manager said that the shop had a cab off of a wrecked MP15 somewhere in the back of the yard and could add it to the slug.  One of the man in the Operation Department remembered a slug that BN made that had a cab, so he sent a few pictures to the Shop Manager, and the Manager told the Operation Department and Upper Manger that something like the BN slug was doable. Upper Manager "OK'd" the build but keep the cost down.

The Operation Department want the slug painted like a BNSF slug due too the orange color easy to see.

But the Law Department said "NO WAY", CBS can only repaint equipment to the colors that was on the 

equipment when the equipment was purchased or leased from the parent railroad ( CBS RR is owned by

BNSF, UP and KCS Railroads)  BUT it still be painted orange but not painted just like a BNSF, UP or KCS engine.
