I'm using a mth 4000 transformer and a tiu Rev Il. I want to use my cab-1 controller and box. I just got the revised cable 1050 (truly a crappy fit) ,and ran a ground to the track. No response, no green light. Help! I'm confused. Thanks for your time

Problems with the above.
#1 Green light is the power status light on the TMCC command base- Implies your power adapter is not plugged in or working.
#2 "I just got the revised cable 1050 " , problem is, typos aside, should be an MTH 50-1032 or the older cable version was 50-1007. All this cable does is connect the command base serial port to the TIU serial port so that the TIU can send TMCC formatted commands to the base. It's a one way communications TIU to base.
I would go back to basics first. Follow the basic TMCC and DCS at the same time diagram, then once you get that working, THEN worry about the 50-1032 serial data cable.

Edit, realized that showed a TIU in passive mode- too complicated.
This edit I did based largely on previous drawings above and modified.

1050 is the only cable available. Is the power source the same as used by menards for their buildings? Does the common need to be on both commons on the output as I have 2 blocks that feed 17 sections. Thanks

The power supply used for the the TMCC base is a special AC Adapter that has a 3 prong plug. The 3rd prong is important for connecting the TMCC BASE to your home's electrical ground.
If your blocks share the same common, then only one connection to the TMCC BASE common is needed.
