If you mean you may have gotten an email as described here, it was an alert because way too many people were "replying with quote" for posts that had a lot of pictures, just to add a one liner like "nice pics", therby making every reader scroll past a whole lot of pictures they had already seen in the original message.

If that's not what you mean, I have no idea.  Cut and paste (right clicks or control-c / control-v on a Windows PC) in the traditional sense works just fine, and I have no idea how that could ever be changed.   I did that here: "Why is copy and paste not allowed?"

He may also be trying to post a picture.

In that case, the forum needs a copy of the file. If not, when you shut your computer off or signed out, the forum wouldn't have access to the file anymore.  Then you see "image not available" (sometimes that's from picture storage sites that no longer have the original file etc)  

I think some Apple users can do it under certain circumstances...?

When you begin to type, look to the lower right of the composing box for the "attachment tool" (in blue).   (the top composing menu also offers a way with the picture/film icons)

If you are on an Android, try again after a week or so. It is kinda unstable, and updates so often that few companies are ready before it actually updates. Mine isn't liking it here today; but it is a runaway backspace that deletes at lighting speed.

That would be a function of the browser/PC/smart device.

I just right clicked for both the copy and paste required to add your text.  (though I did add the quotation marks myself).  So for the record, right click still works for Firefox with Windows.

It also works with MS Edge on Windows on most sites, but not on this one.
