A friend of mine texted me today with this:

This is a small, all-metal toy that my sister in law found for me at a garage sale. It looks European to me and has two separate circular disks, each with its own train mounted stationary on each disk. By design, there’s a shaft that is used to wind a spring that stores energy to make the two disks turn when  moving a lever. The thing is pretty well made. I have a hunch this thing might have collector value.

If any of you know what this is, please give me a hand here. I don't know anything about it.

That circular logo in the upper left corner of this image is the only mark on this toy. There is no writing, no model number - nothing else.
