That’s what I thought but to no avail. Does fixed one have to be hot?
Nope, you just have to have either fixed #1 powered OR aux power in the barrel jack. If neither of those are powered, then the TIU is not powered.
I have six power and have attempted this several times.

Not much else, if you have power on the channel and no DCS, that's how you turn it on.
One last question
do I need to select V1 or 2 then AON?
AON turns DCS on all four channels.
The ON and OFF buttons turns the DCS on or off on the channel currently selected by the left hand pointer.
AOF turns DCS off on all channels.
Shoot, I activate the TIU, have power via a 180 Lionel brick to the two var channels. When I activate the AON soft key, there’s no power to the associated tracks
You were talking about the DCS signal not the track voltage.
Go to the same place and look at the left hand side. The little arrow is pointing to the first variable channel. Press the FXD hotkey, that will put that channel in fixed mode. Scroll down to the variable #1 and press the FXD hotkey again to put that one in fixed mode.
Now you'll have full voltage on all four channels when you power up.

Does this mean those two out of the four channels normally won’t operate dcs out of the box unless this is changed?
The two fixed have DCS from factory
The two variable do not.
Well, the two variable channels are in variable mode from the factory, but AFAIK, all the channels have DCS enabled from the factory. If you want to find out, simply do a "factory reset" on the TIU, that should be the condition they ship from the factory in.
I thought a fixed channel was just that, fixed, and couldn't be changed to variable.
Sorry, I meant the two VARIABLE channels are in variable mode! I'll go back and fix that!
