I'm not sure exactly what you mean but where do you have the "U" connection from the command base connected?  An outside rail is a good place to put the wire well providing your outside rail are all connected.  Do you have any insulated sections on the outside rails ?  Jumpering both outside rails together  with a short piece may help. .  Good luck.

Gentlemen,

   Guns is correct again, you must use the outside rail, I actually like the opposite rail from DCS use, and you must be past the DCS inputs (do not use the TIU inputs), in fact I run direct from the Legacy Base to the outside rail on different track levels, and my Legacy runs perfectly.  Connect the TIU and the Legacy base with the correct able and drive on.
