Some but very few engines have a MP3 sample but most use the .mth extension..my search did not reveal a program to open

To my knowledge, there is no such program. MTH could probably create one, but I wouldn't hold my breath for one to appear.
I know a guy that was working on extracting the audio from MTH sound files, but I haven't seen any progress reporting lately.

Well, that's a picture of a Lionel TMCC setup, so I'm not sure why you're looking for an MTH tool!
From the layout, I'd guess that's the TAS board set, hard to tell if it's the SAW or the EOB one.
What's the problem?
Reading ahead, I think you posted this in the wrong thread. 
This is obviously the diesel that we were talking about with the TMCC issue.
The board at the top of the picture is the R2LC board. When you swap it with another, make SURE you reprogram the TMCC ID and engine type, for this engine that would be AUX1, 8 after you set the TMCC ID, but while still in PGM mode.

No it certainly did not. At least it 10 was free, sure would have hated to have had to pay for this thing.
Original post was Lionel Legacy TMCC for the weaver diesel but when photos would not post i got cross posted.my save draft went loopy and ad banners disappeared and email notifications disappeared.must be signal issue..jk
