I haven't as of yet but seeing all the neat detailing folks are doing and posting I am rapidly thinking I may have to detail out some of mine. These pics and the work detailing has been great.

To the rolling stock, no. But I've put engineer/fireman figures in several of my steam locomotives.

I've added 3D figures to some of my passenger cars and engines and I've add pictures of engineers inside some diesel cabs that adding figures wasn't feasible. From a normal viewing distance the pictures serve the purpose well.

I suppose it's the survival of that childish fantasy, where the locomotive is alive and has a personality. In that context, adding people makes no sense.
I've always thought of adding people to the inside of the many passenger cars that I have. Not so much the locomotives since some of my roster has figures in the cab anyway.

I'm on the extreme other end of the spectrum. I can't stand the little figures and I remove them. They have always bugged me for some reason, so they go when I happen to be working on something that has them. Most steamers are easy, reach in and yank hard. On other locomotives they come out when I have to open them for service. As for passenger cars, I only have one set that has people, but they are still boxed up as I can't run them until the layout is done, at which point I'll open them and remove them.
