Looks like you could print those on gummed shipping labels and wrap them around a wire.

Here's what's in the file, I shrunk it to 10% and it comes out about 5/16" wide.  You can obviously scale it for different sizes.  Also, you could repeat this graphic in Word a bunch of times and print a ton of these on one sheet.

Hi John, for us slow folks, how do you go about resizing them to make them bigger?

Here's a lifetime supply of flags.  To resize them, just remove all but one, size that graphic to the size you need, and then get busy copying it multiple times.  I printed them on gummed shipping labels, came out perfect.  Wrap them around a solid wire "post" and you have your flags.
