Yes, Atlas O produced a smaller 0-6-0 USRA switcher. I don't remember the year, 2006 maybe? New roads were announced a few years later in 2010, but I don't know if they were ever delivered. I remember reading that the first batch were good runners.

 

They also had an Industrial Rail switcher that was a 4-4-2.

   Atlas made a little (4-4-2) steam engine as part of its Industrial Rail Angle Train and it runs very very well.  Picked up the A Train for use with my Christmas layouts, the steam engine looks small but runs well, had it pulling 15 passenger cars to test it out, I could have added more.  A nice heavy Atlas steam engine, it is a good pulling small steam engine, with lots of power for it's size. No pictures available from me of the steam engine at this point, have not taken any photo's yet of the Angle Train, it was one of my Christmas presents last year, arriving late.  Got to admit I really like this little Christmas Train with "White Cloud" Industrial Rail roadbed track 40"X80" oval and Atlas transformer, picked the set up for about $200.00 including shipping around Christmas time.  Yep Atlas does make Steam Engines, nice ones.

The 0-8-0 would be from Rivarossi for AHM.  As were the O scale V&T Reno, Genoa 4-4-0's and IC 4-6-0.  The sides of the kit boxes promised more O scale steam, but it was not to be.  AHM's O scale freight cars were Pola.

 

The 70's Atlas was made by Roco.  F9's, Plymouth industrial locomotives, 40' boxcar, 40' plug door boxcar, stock car, 50' gondola, ore cars, EV caboose and Bobber caboose.
