Depends on what type of lights as the draw is different on different bulbs. Do the buildings have more than one bulb each? So far I'll assume one each building has one lamp. I'll also assume these lights are 14v lights.
1.8 is too little for that load. Each lamp burns aprox .2 amps so 9 bulbs is about the limit. This example is give and take a bit once again on the type of bulbs used.
Consider more amps, LED bulbs or lighten the load.
That is only a 32 watt transformer at the specs you give. If those lights are regular incandescent lights I doubt that transformer would power more than half of them. Marty is right the transformer is way to small.

I have a 80 watt transformer. Thanks guys. I will look into another transformer.
Marty W & RailfanRon are right on the money. LEDs would be a good way to go. While you're at it, replace the itty-bitty transformer.....Just a thought.

John, is the product number for your Lionel transformer 6-32923? I ask because I have two of those transformers powering lights and accessories and I don't have any issues.
Yes that the transformer I am going to get 80 watt and power it with two of thoses
Speaking of that Lionel 6-32923 accessory transformer, does anyone know which of the terminal posts on the back is + and which is - ? I have one of these new in the box that I just dug out recently and there's no indication on the transformer. The enclosed "manual" says nothing either.
AC has no polarity.
However, there are phasing issues, depending on how you're going to use multiple transformers on the layout.
Thanks, guys. I'll just be using it for some street lights and a few buildings on my tinplate layout.
