It depends on exactly what the couplers on that engine look like, I don't have one to look at.  Many of the Lionel locomotives use the same mount, and the readily available couplers that ERR sells will work.  Do these have the T-post, spring, and e-clip?  Is the overall length of the coupler 1.75-1.85"?  If so, the GP-9 ones from ERR that are 1.75" will probably work.

For non-powered units, you have to have the little TMCC board that came with the GP-9 (or other model) upgrade kit.

Boxcar Bill or Chuck from Mizell Trains here in the forum should have those in stock.  The list price from ERR is only $10/ea for them.

As far as the electronics, you can buy an ERR board that is specifically for dummy units, it operates the electrocouplers and lights.  That would be the Mini Commander EX.  Here's the description of that board.

The Mini Commander EX has a full complement of outputs for supporting dummy engine applications.  Outputs feature support for directional lighting, coil couplers, ditch lights, and a re-configurable output for strobe, smoke, or cab lighting.  Additionally, serial signals are output  for sound systems.

The list price on that board at ERR is $34.95.
