how do i check the board on a proto 1 engine-suspect defective board

Put a new battery in it and if you get nothing it is bad. If you get 2 Ding sounds you may need to get it reset with a Reset Chip at an Authorized Service Center.
MTH,

Actually, if you get 3 clanks, not 2 dings, you need to first replace the engine's battery and then use an MTH reset chip.
i do not use batteries but bcr"s-is the process the same with the bcr
If you get two dings, that normally means it's ready to go.
Two dings happen when powered up telling you the board is OK can now leave reset. The 3 cclanks tells the operator the chip is in a deselect mode and the board needs to be powered with the repair chip to restore board features.
Tom, I use the green MTH 8.4 V battery. The stand MTH takes on the BCR is NEUTRAL.
If there is no sounds at power. That is a little harder to determine. First, make sure AC power getting to board, than good speaker and volume pot. After that it is usually an ID conflict requiring more advance skills and ASC Chips. G
after turning the power on-no sound but the smoke unit works-using the transformer-no whistle or bell sounds
For steam, Smoke and engine lights are track power. Board only controls motion, sounds, coupler and tender light. For diesel headlight and reverse light also controlled, but cab and other interior type lights are track power.
So you have an advance board problem. G
