I have a total of 12 LCS modules connected to each other and they are getting 15.02. One of my 2 AMC2 modules is only providing 9.75 to a DC motor, the other does not need that much. Should I not expect 15.02 being provided to the DC motor? Thanks in advance for any insight!

Well, the small gauge wiring for power for the bus is a serious limitation. I don't know how you're getting 15 volts anywhere on the LCS bus, it's powered by 12VDC!
Voltage drop is a known issue for LCS, and Lionel has an LCS Bus Joiner that allows you to inject 12VDC into the bus to provide more power than the anemic LCS power supply does.
Here's a shot of the Bus Joiner from the thread: LCS Power Limitations Through PDI ?
The jack at the top is injecting 12VDC to help the stock LCS power supply.

Thank you for the quick response and sorry for the weak explanation on my side. Yes, the LCS windows application shows just under 12 on the bus. I was more curious that the 15 powering the unit and 9.75 coming out (picture). Is the joiner readily available? Does your website sell it?

Normal and expected to see a drop across an AC input compared to a VARIABLE output. There will be less voltage out.
Part2, while the power for the PDI cable can help on long runs of PDI wire and lots of LCS modules- it has nothing to do with output of the AMC2.
Your AC input is the source, the ouput being variable in nature isn't going to match because of how the output is controlled. Also- being PWM output- your meter may not accurately read the output voltage. So yes, not an error- that is normal and should be expected.
