Fastest held down by slowest?

Hypothetically, if an engine capable of 70 mph in run 8, was coupled to one whose top speed is 50mph in run 8, the engineer would have to insure that he went no faster than 50 mph so the traction motors were not destroyed at higher speed. Correct?

Yes. The unit with the lowest maximum permissible speed governs the maximum speed for the consist.
