Not exactly. There are at least 2 different versions of the accessory activator pack, each with two 5" straights that each have a cut in one of the outside rails. The 10" pieces (different flavors of power connections for the accessory) all have insulated outside rails. Meaning the metal plate that would normally be present underneath a typical 10" straight, to electrically connect the two outside rails, has been omitted from these. This way when the metal train wheels and axles run over the insulated track sections, they complete the ground circuit to the accessory from the normally grounded outside rail to the other Insulated outside rail and onward to the accessory's ground connection (like a crossing gate for example).
Earlier when I mentioned that these come in different "flavors" there are 1) the typical spade connectors under the roadbed, or 2) plug n play terminal on the side.
It is fairly easy to convert a standard 10" straight section to an insulated section by removing the metal plate underneath connecting the two outside rails.
