I am trying to locate a TCA member. I can't seem to find a way to do that in the members area of the TCA website. Is that feature no longer available or am I not doing it correctly? Thank you for any assistance.

Yup, that feture is very much available on the TCA site. You MUST be logged into your TCA account to access it.
Go to the TCA site and look in the extreme upper right corner. If it says "member login", that means you're not logged in, so click on "member login" and log in. If upper right corner says "logout", that means you're already logged in, so don't click on it.
Once logged in, in the upper right you'll see an orange rectangle that says "member dashboard". Click on that.
Once on the dashboard page, on the left, about 5th option down is an orange box that says "membership directory". Click on that and then you should have lots of search options; i.e. by name, by city or state, etc.
