This is a rev L.  I think an early release.  I recall this problem years ago.  This one and another tiu had this problem for me, I basically bought a third one and never got around to fixing these.  (I posted recently about this, but didn't notice the actual problem on my test bench since the dcs was working and I didn't think to check the voltage) 

Can anyone diagnose based on this video below? 

Meter can't home on on a voltage, but DCS signal is a 10 on the track powered by Var1.  When locomotive is on track the meter doesn't show this crazy fluctuating voltage as in video but 8ish volts.  Can tell locomotive is struggling to maintain speed.

The variable function for Var 1 does not work, cannot control voltage, it is not in fixed mode.  In fixed mode, same behavior.

All other channels behaving correctly.

Z4000, powering tiu thru fixed 1.

As long as you have good soldering skills it can be done.  Just want to be careful of damaging traces.  It is a little odd your symptoms.  Usually one is shorted, but sounds like it maybe and open.   I would make sure no melted terminal plastic, good secure contact between post and the terminal ring.   Each Var CHannel has 4 fets so you need to determine which is bad or remove and replace all.  G
