Are the sections marked as such on the bottom side?  If not, I'd question whether they're misrepresented as S-42....perhaps for a slightly larger circle...requiring additional sections?

If they were obtained from Gargraves, I'd contact them for help.

If from a secondary source....and not identified as S-42....I'd again question whether they've been properly identified.

Draw a 42" dia. circle on a large piece of paper.  See if the sections (center line) seem to align with the drawn circle.

Others may have additional suggestions.

Did anybody else notice that the link provided looked like it was for O gauge GarGraves?  It listed the diameter as "center rail to center rail" in the third column.  But 42" is 42" in any scale.  Perhaps the number of ties per section may be different in O and S.  I like the suggestion of drawing a 42" diameter circle and checking what you have against it. 

I have little experience with GarGrave sectional track.  I have used Gilbert track and roadbed for a previous layout, and SHS flextrack on my present one.

If 9 sections are required to form a circle. that would be "odd".   (sorry about that... but not TOO sorry)

 

Eyeball those eight assembled "smoothly" by eye.

Does it equal 3/4 of a circle? If so, you need 12. By mistaken cut, or mistaken diameter, you need 4 more if you see 3/4 of a circle.

You can still measure this 3/4 circle pretty accurately if its eyeballed fairly well. Measure from 12 o clock to 6 oclock, then 9 o clock to 3 oclock, and then add the answers, divide by 2, for an average that will be close to rigbt.
