Do any of the lights come on? If you put another locomotive or lighted car (caboose; passenger car) on the track, do the lights come on? If not, your transformer isn't delivering power/connected.
Make sure the subway is on the track (easy to have a wheelset off the track), make sure the transformer is working. If that's all OK, something is wrong with the subway set. If you bought it from a dealer, go back there for resolution. If not, see if you can find a local hobbyist who can help, or if all else fails, return to seller or dealer for refund or replacement. Thanks Landsteiner. It's working pretty well now.
The problem seems to have been a combination of dirty track and poor surface (carpet).
It's strange that the track was dirty, though. I just bought it new.
