My black one doesn't have one either. But then, it's a "magic" train. No tether needed. 'Tis a thing of beauty.

The new NKP 765 does NOT have a tether/rope either....but the old/first legacy version did.  Obviously, this was omitted on the new models.

The whistle tether is an interesting concept and a nice detail but it doesn't hold up very well once you've turned the engine upside down to work on....even in a nicely padded cradle.  The weight of the upside down engine seems to crush the tether.
