some lettering is paint, some ink). Use a cheap paintbrush to apply it - several coats.
Just keep poking at it. If they are truly "decals" (probably not), try water.
Or paint over them. This can work fine, depending.
Actually Josh, unless you're talking Postwar Lionel, I don't think you're going to find decals on much Lionel production after 1973. MPC did use some stick-on's occasionally, but most lettering is pad printed or painted.....
Josh is our 'highly knowledgeable' 14 year old Jr member (Smoky Mtn Model RRders) who we are very proud of. This a Lionel baby Mikado of recent production.
Josh is involved with a couple of projects on the Tallulah Falls RR.
I just used lacquer thinner to remove the Pennsylvania from my mikado prior to decaling it with N&W . VERY lightly damp rag followed immediately by denatured alcohol . Once you get most of it off don't press your luck use a pencil eraser to remove the rest.
Give it a coat of pledge with future shine so it'll have a smooth surface for the decal to stick to.you can brush it on. Let it dry 30 minutes and apply your decals.
another coat of pledge and let it dry over night.
Spray on a coat of Testors dull coat and your good to go.
