The trucks look to be K-Line, but their mounting is homemade. Weaver and Crown Model couplers are separate from the truck casting. The floor area of the trucks looks to be fabricated out of plastic sheet material painted black. Some white plastic shows under the trucks.

It does look like Weaver or Crown Model, but someone cut out the higher plastic bolsters from the ends of the underframe to mount the heavier diecast sprung trucks as an improvement.

 I don't have any of their cars to check out. This is a wild guess. Right of Way Industries was sort of a major player in the late 80's early 90's. I remember they had flats with farm tractors and such. Also a deep well car with containers. They were called Scaleplate. Every so often you see them for sale. The chassis looks like a Weaver. If the trucks were retrofitted as they appear. I don't know why you just wouldn't put the replacement Weaver trucks on.
