Try a different transformer. Some Williams engines are very sensitive to the CW-80 not shutting off entirely with the lever or direction button.

Another thing with the Williams reverse unit, you have to give it a bit of time and allow the locomotive to totally stop before you release it to reverse direction.

A small load like a lighting building on the track feed will probably help as well.

The Williams engine must have total voltage shut down, something that the CW-80 won't do. If you must use the CW-80 then(as others have mentioned) install a light between the transformer and track hook-up for the power wires.

I would use the CW-80 only with Lionel engines.

I have about 12 powered Williams engines and they work great with either the Lionel post war ZW or the MTH Z-1000. Or try any post war transformer with the Williams engines.

When you press the directional button press it give the old one mississippi count before releasing it. most of the time I observe people hitting the directional button with a real quick touch.

I have noticed issues as well using the CW80 at times on Williams locos but not offen. Since I started using a Lionel 1033 thru a TIU on variable channel, I have even more issues with Williams. The Lionel RTR Railsounds engines run great with CW80 or thru the variable channel on the TIU.  

Remember that the 1033 through the TIU variable channel is still an electronically controlled transformer.  If you use the 1033 directly to the rails, you wouldn't see that.

I also have the Atlas O transformer that is the same as the Williams one. This works great with Williams and other conventional engines but not so good with Lionel RTR Railsound engines. 

I'll chime in too.  I've run Williams engines for years on 1033s with no problem.
